Well I worked in the private sector for 36 years and for the last 7 years of my career I didnt get a single pay rise. Reason, because I was seen as an "annomally" and in the age of transparent salaries, those of us who fell into this position (through no fault of their own by the way) were heavily penalised. This ultimately flowed through to my pension now. So its not just the civil service who get shafted, so do many in the private sector to.
I haven't had a pay raise in 7 years either. But as I'm self employed, I suppose I can't really blame the government for failing to bestow regular increases on me. It has been a bit of an irritant that government workers and furloughees have been mostly insulated from the economic impact of the pandemic, the self-employed have been screwed, but again, I'm not sure that I really expect the taxpayer to bail me out.
