Top chaps at the DVLA

Recently, (well, I say recently, but it's actually 10 weeks ago), Susie sent her V5s for both her BMW and Cayenne to the local DVLA office, to have the plate on the Beemer swapped to the Cayenne, in readiness for the Beemer Convertible being disposed of, ahead of its third birthday.

Should be easy, no? They do this V5 registration deal all the time - in fact, I rather thought that was pretty much 50% of what they did.

Well, the cheque for the transfer was cashed, and two new tax disks arrived, along with a permission slip to get some plates made for both cars. eBay being cheaper than Halfords, they were obtained without needing the use of the permit, and I swapped the plates and put the new tax disks in the window. That was 8 weeks ago.

Then began the long wait for the replacement V5Cs. We are still waiting, and the BMW needs taxing and its first MoT. Tricky bit comes next - a reminder arrived in the post for the tax a couple of weeks ago, bearing the old registration. Oh dear, one thought. Perhaps there's a bit of a glitch in updating the tax reminders, against the registration database. If only....

My local MoT chaps can't log onto the test database, as the car now doesn't exist. No, really... Several phone calls to the DVLA (during which the bast@rds were actually chuckling) have resulted in Susie being told she can't drive the car, as it has neither MoT nor tax from Sunday, it's fitted with plates which don't exist, the tax disk isn't valid, and they have no idea when or even IF they can sort the V5C.

It gets better.... her Cayenne is wearing the reg still associated with the BMW (bear with me - that's the BMW they just said didn't exist, remember), and ALSO they claim is now illegal to drive, as it is on false plates, and has an invalid tax disk.

So - that's two cars they've taken off the road (supposedly - I'm thinking that it's their problem really if she's stopped for using the Cayenne, which is MoT'd, and I'm prepared to talk about it quite openly in a court, given they've sent the tax disks and plates through), and they have no fear of any penalties whatsoever that can be imposed on them for failing to do their job. Splendid.

Think you are right. I just had a private plate transferred to my RR - fortunately the local DVLA office is still open so the dealer who did it said he just popped in and there was no problem but he dreads having to send it all off to Wales for future ones. Maybe (?) it will all be smooth once the centralisation is done but the transition looks like a shambles.

Speaking to a motor trade client this week who said issues are DVLA offices closing and in meantime won't process number transfers as Swansea is now doing them. Except they haven't got the systems and manpower in place and as of Wednesday were about to start looking at applications received on 12th August.

They did something similar to my other half's scooter. It occurred to us that we hadn't had a VED reminder for a long time, checked the disc on the bike and it was long out of date. Went to get a new one to be told by DVLA that the bike's registration number doesn't exist, despite us being in possession of the V5, correct chassis number and all.

It took months and months to sort out. At first I thought it was a bit of a result: she had a valid V5, she had a valid insurance policy and no way of getting a speeding nor parking ticket; result. But in one of our many many phone calls to DVLA they told us in no uncertain terms that the call was being recorded and they were notifying us it was illegal to use the bike on the road. So it sat in our garage for a whole summer while they sorted themselves out.

Lovely people.

It's no different downunder. Bureaucrasy run by trained monkeys and at the end of the day it ends up being your fault. All of our governments need to bring in slapping legislation for when something like this happens we are allowed to go to the government department involved and slap the responsible person silly and then get them to fix their stupidly obvious mistake.

When I first saw the title I was going to offer that that wasn't a phrase I ever expected to hear. Having read you tale of woe I am not surprised. They really are a bunch of incompetent w4nkers. why do we need them anyway? For a start, with ANPR, why do we need tax discs? Why isn't road tax scrapped and the duty put on fuel so that reps etc that do the most miles (and the most damage to our roads) pay the most duty. Same for HGVs and coaches. Licensing should only take a quick keyboard rattle to input it and all departments would be notified instantly. It's there because civil servants have a vested interest in keeping these antiquated departments going whatever the cost or inefficiencies. Good luck with sorting it.

DVLA make gazillions a year from selling your personal details to private parking companies, insurance companies, local authorities and many other vested interest organisations so they can in turn send you speculative invoices and even bailiffs for parking tickets and council tax or whatever they feel like sticking you with; I'd put money on it this 'profitable' side of their stinking business is not in a shambolic state!

Totally agree with Ian too....

Some very interesting stuff to be found on the NoToMob website if anyone is interested... http://notomob.co.uk/discussions/index.php

I wonder if you could invoice them for the loss of transport, and then pursue it through the small claims process.

Would be fun to try. The publicity would be fantastic.

Sounds good, however... There is little point in crossing swords with humourless d!ckheads whose only interest is staying in business. They wouldn't care how much they spent on legal fees to preserve the status quo and that's your money by the way.

Hmm , sort of fair point, Benny. OTOH the adverse publicity may be enough to knock some sense into them, and you might get your own money back.

Ian's absolutely correct - there's no point in attempting legal action against them. Am sorting a different tack - a face-to-face with Patrick McLoughlin, (Sec State Transport), and an open letter to the Chief Exec of the DVLA, to be published in the national papers/BBC. It's the only way these organisations can be made to perform - embarrass their bosses, and things start to happen.

As of today, we have a BMW that has no MoT, no tax and can't be SORNed. It can't be sold either. We have a Cayenne wearing the wrong plates, displaying a tax disk we have been told is invalid, and that it will be illegal to drive on the road. Luckily, we are in the position of having other vehicles available for Susie to drive to work, but had we not, then she would be unable to continue her business and fulfill her contracts in any sensible form. I can't imagine how people caught in the same trap by DVLA are feeling when it's their only car they've been told not to drive...

Been waiting a month now already for my personal reg for the Maser. Perhaps I should have just changed my name to SG52XJF, it would have been quicker and easier

Good luck with that Phil, sadly I expect you will be waiting a while longer.

Bought a BMW 5-series earlier today for the commute, and the dealer was telling me that they have dozens of recent clients waiting for V5Cs to come back after more than 7 or 8 weeks. Swansea is an utter shambles.
