As an approved contractor Tree Surgeon for my local authority this is is how it works - under common law you are entitled to cut back any branches to the boundary line however if in a conservation area or the tree has a protection order then a planning application is usually required.
Cut branches should be offered to you’re neighbour & under no circumstances are you allowed to disturb nesting birds unless a risk to public safety

I saw a video on tiktok that was quite sad , ivy completely covering the gable end of a house , workmen turned up and cut it all down destroying many nests and killing fledglings

The saddest part was watching the parents flying to where the nest had been looking for them

Hopefully somebody reported them

Mike Hailwood (1940 - 1981)

In 1974, Hailwood was recognised for his bravery when in the 1973 South African Grand Prix he went to pull Clay Regazzoni from his burning car after the two collided on the second lap of the race. Hailwood's driving suit caught fire, but after being extinguished by a fire marshal he returned to help rescue Regazzoni, an act for which he was awarded the George Medal, the second-highest gallantry award that a British civilian can be awarded.
