The super-obscure 25% consonants country is Nuie. https://en.wikipedia.org/wiki/Niue
The lowest proportion of vowels to consonants, where 'Y' counts as a vowel, is Chad (25% vowels).

So I'm going to award this to GeoffCapes (Kyrgyzstan and Equatorial Guinea - so close) and an honorary mention to JonW (Guinea).

Are they political / governmental positions that original were held by the holder of the title, but 'Foreign Secretary' makes far more sens than (say) Marquis of Granby?
