If the photo is by who I think it is, he was a member of the band KLF. Remember them? Acid house hi-energee band. They became infamous for torching a million quid. I think it's actually his car, he's certainly had one, and he's actually a half decent photographer, although I'd have cropped a little tighter on that particular image.
