And the winner is... Venezuela.
Venezuela's leader, Hugo Chavez, has done little to make friends with Western nations since winning power in 1999, including threatening to sell the nation's stock of US-built F-16 fighter jets - supplied before he took over - to Cuba, China or Iran.

Chavez's manipulation of the country's oil exports - which account for over half of federal revenues and 95% of exports - means paying only a paltry three pence a litre of petrol in Caracas. Yes, you get to fill up your car for around a couple of quid.

Our petrol is the 3rd dearest after Denmark and Norway.....the latter though has an average earnings of more than twice in the UK..........Denmark has an average of 70% more......whose robbing whom!!!

Yeah i remember filling the Jags twin 10 gallon tanks out in Iran back in the late 70's , all of £2.50 for all 20 gallons , sounds like Caracas is even cheaper, was there a few years ago on a lads holliday , believe it when i say they have theeeeeeeeeeeeeeeeee most beautiful women in the world
