On the face of it, it looks like a very good deal, but the alarm bells are ringing!
First off, the grammar stinks. Its full of mistakes.
Second, this fact that the car wont start, but the pics show the car on the road, suggest that these are old photos is odd. So basically you are assuming the engine is fine. If I took it to my mechanic and he changed something and it did not run, what would you do?....yes, get the mechanic to fix it in his own time.
The white paint looks fresh, not 23 years old and I have seen signs of rust in the shuts.
NYC is not a dry state, it rains a lot there.
If it were me, sure I would put a close offer in and then go see the car and then pay, worth the £400 air fair, I am sure the guy will put you up for the night.
Shipping to the UK is about £700 plus you will have to pay 10% import tax plus 20% VAT, so say you get the car for £10k adding shipping fees and taxes comes out at £14,125, if you add on the flight and costs, you are up to £15k and thats 50% more than the price you paid for the car.
You could buy this one and drive it back to the UK without import taxes (EU) and have it for the same price. (£18.5k currently but could be had for £15k or very close.) Its the better 3.0L SS model with genuine 18K miles on it.

I had a look at the other motor he is selling - a big old lump of Detriot iron, a Catalina; it seems this guy supplies them for film shoots around the Big Apple, could be plausable but yes writing is not his strong point but he does put pleanty of photos up...
It should be possible to lose the yanky bumpers and I'd think you would need European lights fitted anyway for MOT.
The Merak is real crude engineering though; I couldn't take on another project at this time!
