Been done by fixed ones and the ones they move around on a regular basis.
After so many got destroyed by the Yellow Vests last year which they certainly replaced ASAP.

Interesting, looking very closely it looks to me to be a Gitane which translates as 'gypsy woman' I'm lead to believe that they still manufacture ladies bicycles to this day!

Interesting fact of the day is the act of 'snurging' when a depraved man (or woman [don't want to be sexist]) gains sexual pleasure from sniffing the saddle of a bicycle recently vacated by a young lady... Also referred to as a Quumf by Viz magazine!
