I’ve seen the footage from Max’s car as well, it is from the side of cockpit so you can’t actually see where the wheel touches the road. You would have to see the inside of the wheel, as the wheel/tyre must be completely over the line for It to be a penalty. Unless you have seen different footage of course….
This is the last image where you can see part of the line what looks to be only a few meters of line left. The wheel is still well inside the line. Now you need to take into account that the camera is mounted inboard so there is an angle at play, there is more room between the line and the outside of his wheel (let alone the inside of his wheel) at road level than what you see here. I’m sure the stewards would have given him a penalty if it was obvious that his whole wheel had completely crossed the yellow line don’t you think?

Yes I suppose camera angles can be deceiving and they would have more maybe to look at.
