This has to be it. I'd say that a pipe is measured on the internal dimensions and the tube on the external ones. Based on the fact that a pipe has something flowing through it so the internal dimensions need to be known, whereas a tube doesn't. Which would probably make the correct term for a tube of Smarties a pipe of Smarties.

Yes that is it. Tubing is described by its Outside diameter, ( OD.) Pipe is always described by its internal diameter, (ID.)
