a) What is a Leap Second
b) When was it first used
c) Why do we bother with it anyway

Got a feeling it is something to do with a wobble in the earth's rotation and there is a lag that means we lose a second occasionally. All tied into atomic clocks.

As for when, no idea.

As for why, to be able to synchronise systems across the globe is my guess.

We measure time (rightly or wrongly) using atomic clocks. They do not change over millions of years
The earth does indeed wobble and hence there is a difference between atomic and that wobble which we recoup periodically to synchronise time as you said.

No, 1951 is way too early, but I like your thought process
