Buxger! Probably right, but if I had sod all else do to I'd bolt a thick plate over the outer flange, turn the peened bit up, supporting the inner flange, heat the neck to just off red and shove a 20 ton press inside quickly. To get it back together you would do the same but with some shaped cone to re-form the peen. Huge job. But satisfying.
