Well I assumed it was for temporary purposes. On closer inspection there is an air scoop behind. Nothing above though.I wouldn’t go blocking grilles. You’ll find a different cooler under the bumper line to above it so you’ll be blocking the whole thing. Could be coolant, oil, tranny, ac, pas. Something won’t like it.

Is the bottom grill a suitable ferrous material? If it was you could sit the plate on the chin spoiler and use a roll of magnetic tape

OK, I did this and works great IMHO. I used hard drive magnets (Pry an old one open, has one or two each). I slid these in to the grill slats from behind, they are hollow. I then made a backing plate for my plate, with corresponding magnets and forks to go around the back of each grill slat. the forks do the mechanical work, the magnets keep the forks hooked.
Sounds complicated, but is really easy. Happy to take pix. Tested to "very fast" on a closed circuit. Officer.
Have you got enough clearance to fit one of those 007 retractable plates either under where it is now or under the carbon spoiler? 3m it on and have it on a remote.The rationale is that I think they look better without, plus I want the front cleaned and up and PPF'd. An easily removable plate seems a good way of achieving the aesthetic goal and the regulatory requirement. Almost all of the time.

This definitely feels like the answer. Just a bit fiddly to get them in through the holes in the bumper and glued in place.
Maybe you could slide one of these in through a slot at an angle, and then pull it into place with another magnet:
