I want the prize for saying "La Paz". I've looked up the other place and nobody but Andy has EVER heard of it. Indeed it may not even exist. Like Bielefeld.

Actually La Paz has a population of well over 2 million if you include El Alto, which is the area around the airport, on the rim of the canyon. The listed population of about 700,000 only seems to include the central part, but in reality La Paz is a huge continuous sprawl of buildings up two sides of a canyon, then spilling onto the surrounding land.
