Taste it, spit and rinse of course after.
If its sweet like tea, its coolant, if its bitter its power steering fluid.
Look through the grill at the left (drivers) side of the PS rad, it the water rad directly below it looks darker, its your PS rad thats gone.
If it tastes of nothing, its just residual rain water running off.
It looks for the pic to be passenger side and maybe just undo and redo the drain screw up, you never know, you might get lucky.
