It is mainly unmarked Police cars that indulge in this behaviour by my experience. I have had it done several times in the Turbo and the GS. The Cheshire Constabulary is running numerous unmarked dark BMW 3-series cars and Staffordshire is operating same + Volvo cars.
These guys really try it on to get me to speed - and I stick to dead-on speed limit to frustrate them and then when I see a pull-over point (not a Bus Stop), I indicate and pull-over to let them through and they go speeding off!
