I don't think so. She would have been 18½ when the film was released in 1 July 1971, but 16½ when it was filmed in August-September 1969.

Someone has plausibly written on IMDB: "There has been some confusion over Jenny Agutter's age during the time she filmed this movie. Some people assume she was 18 or 19 based on her birth year of 1952 and the 1971 release date of the film. But Agutter herself has said she was 16 when she started filming, including the full nude swimming scene. The movie was made in 1969 but wasn't released until three years later. She also revealed in an interview that she made this film before The Railway Children (1970) and she was 17 when she made it. "
