IMHO, if a 'professional restorer' doesn't want to restore it and make a profit, it's best left well alone. There must be more to it than meets the eye; probably the engine. It looks like it has been left untouched for quite a while and it looks like the plugs are out. Rusty /seized bores do not a cheap restoration make.
