Glad you have got it sorted, these cars can take you by surprise and clear your bank account, but they are worth the pain.

Very happy to report a new ballast has sorted the issue.

Now just need to:
  1. Figure out where the water is getting into the cluster and seal it up.
  2. Revisit the top bracket of the cluster (which was missing on my broken one hence the 2x1 wedging the cluster into place).
Thanks for all the help and comments.

Hopefully I'll be back on the road soon without anymore bills! (My 2013 has cost me more in 3 months than by 2008 did in 3 years)

Thread resurrection as I have now got this error. Had noticed increased condensation in the headlight over recent months and looks like it has now succumbed, unfortunately. Hopefully it is just the ballast.
Not being as handy as @Sprout I'll be taking it to someone else to fix.

Water ingress does sound bad news, so could be cracked casing. Hoping you can replace or seal up the holes.
Different car ( mine is qpV) but Xenon function is similar if you want to fix illumination.
The ballast module is relatively cheap generic part £65 so worth a try before spending hours on proper workshop time.

@tokyomb - I wouldn't describe myself as that handy!

Key thing was it had to come out to find the cracks as they weren't visible unless removed
