I'm not sure what the regs were at that time but I've seen a few F1 cars without front wings.

Ground effect days 1982, they got all the grip from air flowing through the underside of the car, front wings just blocked the airflow and didn't add any extra downforce. They were all at it

I thought it would be something like that. Crazy days, yet today they still have more blades that a gillette on a front wing and they have ground effect too...
