Looks very similar to the Alpina system. In that case sometimes adjusting or replacing the rod fixes it but often it’s due to wear in the butterfly spindle and replacement is the only option.
They should be very stiff when manually operated but as Oneball says, if there is any slack, take it up on the adjustment nut on the rod. A liberal blob of copper slip would also benefit it.
