I think Mauritius might be but couldn't say for sure. A lady I know who works for Metro.fr is Mauritian and have a vague recollection of her mentioning something about it.

Mauritius is one of those countries that specifically doesn't have an official language even though both English and French are spoken

Yep, I think midlifecrisis has answered a different question,
"Which is the only Commonwealth country to have Portuguese as its official language?"
or possibly,
"Which is the only country in the world to have a AK47 depicted on its national flag?"

Of the two remaining, one is in Africa, the other in the Pacific.....

The African one joined the Commonwealth in 2009, one year after its Government decided to change the medium of education from (Belgian) French to English. Its official languages are Kinyarwanda, French and English, although Swahili is also widely spoken.

The Pacific one joined the Commonwealth in 1980, the same year they gained independence from both Britain and France. The official languages are Bislama, French and English.

So the African one is a country that went through massive political change in the era then?

Was a German colony, then Belgian, then independence, modernization, major civil unrest (based largely on tribal conflicts) and now a fairly stable multi-party democracy with an elected president who is, however, showing somewhat authoritarian tendencies.

Geography clearly not a popular topic. On Pointless the other day, the contestants were asked to name any country with a land border with any of Switzerland, South Africa, Serbia, Saudi Arabia, Sudan or Suriname. The answers were Belgium (moron), Azerbaijan (moron), Germany (pathetic), Italy (pathetic), Croatia (pretty good) and Guyana (brilliant).
One contestant said "Oh dear, my geography is all over the place..." to which Alexander Armstrong instantly responded, "Well, Geography is, isn't it?".
