It depends on how you measure it. Its between the garden snail and the three toed sloth as far as i am aware.

The three toed sloth can appear green but it isnt. The colour comes from moss growing in their fur which is why some people believe its the only green mammal. The fact is there are no green mammals.

When the sloth decides to move it is actually quicker than the garden snail. The problem is that it might not move for a day or two where as a snail does.

Most speed measurements for animals are calculated by distance covered in an hour or 24 hours. The cheetah isnt as an example.

If you measured the speed/ distance travelled of a three toed sloth when moving for a minute against a garden snail when moving for a minute the the sloth would cover more distance so the snail would be slower. As an example a three toed sloth lowering itself from a branch or tree to the floor covers a distance of around 3ft in one movement in seconds. A garden snail cant move that fast.
