?? It says if registered in UK you don't. If registered outside UK you do.

All tax exempt vehicles are ULEZ exempt - the problem is that TFL's database isn't correct so you will have to register to get exemption - my 1971 MGB GT still shows as not being exempt. Doubt I'll ever drive it there, surprisingly the cheapo 2003 Golf is also exempt - so it's that or the GT I guess. Really annoyed my mate with his Diesel Merc

Took ages to get my then new 68 plate Outlander PHEV registered with TFL to be exempt. Did it eventually but obviously an issue for some cars not being automatic. The Outlander also doesn't seem to automatically benefit from things like NCP car park green discounts. Always have to email a scan of the receipt and they refund it back.
