Tyre manufacturers produce a new tyre and then give it to the vehicle manufacturers to test. They will ask for minor changes to the tyre such as how soft the compound is or how stiff the sidewall is. Once they are happy that the tyre performs the way they want it to on their car they will approve it for use. This is why is takes so long for new tyre types to become N rated for use on porsche.
