The DVLA try to stop offensive plates being released but this one slipped through and has change hands a few times over the years

Maybe the PEN 1S registration belongs to the owners of the website www.penisland.net and yes Pen Island is the name of a real business.

So I looked it up, and according to the Interweb, 9 out of the Top 10 have a number "1" in them, but the No1 plate (ironically) does, indeed, not.
