Driving on a public road without insurance, vehicle excise licence, or MOT are all offences contrary to Statute law ie Road Traffic Act and Vehicle Excise Act respectively. Effectively this makes them all 'criminal offences'. Of these few would argue that driving without insurance is the most serious. That said if a prosecution arises then all of these matters would be dealt with at the Magistrates court. Certainly they have that much in common.
