German low emissions zones

My son and I are driving to the Techno Classica show in Essen later this month and although we will probably stay outside of the town itself and travel in by train, we may, on the spur of the moment, fancy taking the car into town. Does anyone know if the German low emissions regulation apply to non German registered cars and if they do would any associated fines (if incurred) follow me back home ?

Yes, and yes. You can buy permit in advance for 6 euro fee by credit card, valid for the life of the vehicle and for use in any German Low Emission Zone. Information at http://driving.drive-alive.co.uk/low_emission_zones.htm
