Turbo Failure?

Another new thread about my 3200 tribulations :)

I've been chasing what feels like a lack of power and in the process of taking off all the air intake stuff today I noticed I have an oily film on the nearside part of the intake division. The offside is bone dry, however the nearside definitely has a black oily film all around it.

So...

1) Turbo kaput?
2) If Yes.. How much of a job is it to get at the pesky little blighter to swap it out?...

Could be an oil seal is passing, but this isn't necessarily causing the lack of power. When the turbo seal has failed you'll begin to see a white/blue smoke from the exhaust, typically.

My near side is showing the same oil film. I have yet to look at the pipe schematic but it could be as simple as a crankcase breather in the line...
