Interesting - what year is your car?
Easy way to check: pull a relay and open the driver's door. If you can't hear the pump prime, then that's a relay controlling the pump. Repeat for the other relay in that area - personally, I'd view the words in the manual with a pinch of salt. Double check by putting the relays back one at a time and listening again for the pump priming when you open the door.
