PHRASE SEARCHING ON FORUM WORKING BUT NOT WORKING

I seems that phrase searching works on the forum, but you still get an error message, saying it is not working.
So whether I search for:
question of the day
or:
"question of the day"
I get the message:
The following words were not included in your search because they are too short, too long, or too common: of, the, day

Which suggests that the quotes are being ignored.

If I don't use the quotes, it just seems to search for "question".

BUT, if I do use the quotes I get the result I am looking for, as well as the error message.
