Parking scam ....possibly

Today my daughters boyfriend got a very (un)official looking parking ticket. He dropped off his mate behind some shops in a loading yard in Selsdon. 2 minutes later he gets a ticket printed on naff paper and I a brown envelope, all looked very official but nowhere does it state it's from Croydon or any other council .
The ticket is £60 pay now or £100 after 14 days, there is an appeal address but the whole think just looks like a scam. The bloke issuing the tickets had a uniform on it just looks and sounds dodgy
Any advice/comments?
I told him not to pay just yet needs a bit of investigation

A speculative invoice only; these are not a fine and have no credibility. To enforce it they would need many things in place including a contract with the land owner, correct signage and even then they need to demonstrate a 'genuine pre-estimate of loss'. At best it is an assumed contract if the signage was correct but that is very unlikely.

This will be followed up to the registered owner by many letters with ever more red ink, just ignore the lot & they will give up.

Yep, had several, just throw it in the bin and what every you do, do not reply or phone, once they know you have received it, they can pursue you through the courts.
