I really don't understand how people can do this. I mean look at it! , Wiltshire police should hang their heads in shame. :D

I dont think the police him can confiscate and sell cars for a traffic offence, they can seize them and the owner will have to pay a fee to get it back, but that’s the limit of their powers.

I think the owner gets 90 days to pay the fine, tax the vehicle and pay the storage / recovery fees. If they dont pay up in full in that time it can be sent to auction.

On the plus side if the owner forgot to tax it they may also forget to pick it up.

This could also be a case of "borrowed Dad's car" while he was away and the drivers now being done for TWOK as well.
