Saw a girl this morning , early 20s , I had a snigger which she unfortunately saw but thankfully didn't question why

This isn't her but pretty close to what she looked like , why do they do it

I feel sorry for the young girls that do this kind of thing. Should be mandatory to have some form of mental assessment before any treatment. I just don’t get it, it’s a sorry state of affairs.
