Both incorrect but you were the one I thought would know this, although to be honest everyone on this forum should know the answer as part of the answer is in the our name

I meant F1 of course.

Sticking with F1, an unusual event occurred in 1954, where one seventh of a point was awarded to seven drivers. It could feasibly occur again this year or any number of drivers from 2 up to 10 drivers. What occurred in 1954 and why can it happen this again year but not the last (or even since 1960)

Well that didn't last long. Yup fastest lap was awarded to 7 drivers at the British GP, therefore 7 drivers were awarded one seventh of a point. So Sir Stirling Moss ended up with 4 and one seventh points. Unusual perhaps but Mike Hawthorn got two shared fastest laps and ended up on 24 and nine fourteenths!
I don't think they went to thousands of a second in 1954.

The clue was in there. It was interesting to research that question to be honest. The fastest lap at Silverstone was 1:50. Not point something but measured to the second, hence why so many got credited with the fastest lap.
