I guess it depends if has just been hit by a truck doing 70mph or a plane that's doing 350mph.

Surely if it's just been hit (assuming the truck or train are going in the opposite direction) the velocity of both is zero?

Once hit yes, but both will continue, so whatever is left will still be travelling at the speed of the truck or train. Even though it will be dead.
Are you two really suggesting that at the moment the truck hits the swallow, the velocity of the truck briefly goes to zero and then accelerates back up to speed? (Nope)
Or are you merely saying that velocity is unmeasurable (or zero) when the time scale is zero (ie at the instant that the bird and truck collide)? (Because that is nonsense too.)
