Is flywheel consumable?

I understand that occasionally when installing a new clutch (DS system) we change the flywheel as well. Is that because the flywheel get's worned out in some way ?

It certainly is or hot spots from slipping.
We successfully re faced some when working at the Dealership but it delays the job.
In the scale of things a new flywheel is not expensive.

I think like the RMS its just one of those things that you might as well replace while you’re there since its normally hard to access.

When I changed clutch, we also changed flywheel and f1 sensor, as comapred to clutch they are really not so expensive.
You are than 100% on the safe side.

Just for reference here is the flywheel from my 2003 4200 6 speed manual which has the same part as in your QP with DS. This is the original flywheel changed at 70k miles and as you can see it's rather ruined

I was told when you change clutch it needs to be balanced with the flywheel, a new flywheel makes this much easier and is cheaper than having to strip down again if reused flywheel is out of balance.

This

The same principle of changing a water pump when doing a timing belt, while you are in there, makes perfect sense
