Well not quite in my local Morrisons.
They are indeed brown paper but have a plastic 'window' in them. Surely harder to make anyway and not all paper sadly
Which would suggest, to me, they are maybe doing it for the wrong reason?They don't sell the plastic ones at all, and make a big deal over it
