Well not quite in my local Morrisons.
They are indeed brown paper but have a plastic 'window' in them. Surely harder to make anyway and not all paper sadly

That's odd.... Bags at morrisons in mine, are fully paper, even the handles are paper. They don't sell the plastic ones at all, and make a big deal over it
