That's a good point as many do but then there are the Muppets that expect you to pass it but for a long time now it's about covering your backside.I presume people swap over to the correct spacing plate for a mot test.

The ones in car parks and at the ferry dont seem to be able to read the black and silver plates on my Mercury despite being correct size spacing etc.I'm surprised APNR systems are not used to catch modified plates...pretty sure a daily fixed penalty would start to grate on those who abuse the system.
