Thats right! And since I'm not the only one, this must come to an end.
I will give him one last chance for me and aso for a friend who lost 280€ with Bart.
Then I suppose he must travel to Vienna to court.

Same thing happened to me. I ordered my parts on march 2021 and He said that He will post the parts very soon. Then He send me the tracking number that didn't work in any system even in post.nl. Then I said please send the money back to me and still haven't done that. He only makes promises.

gave him a grand went to Barclays they got my money back from his bank they know i have googled his farm i will visit him if I'm ever over there on the way to spa

Same problem in France, check here, not the only discussion about Koen on Maseratitude
The last message in the thread is that the guy was going to file a claim.
Koen/KJB problem also discussed many times on BiturboZentrum.

The fun part is that Koen blamed Frenches to be dicks, to accuse him and so on, and that buyers from other countries were better :).

More people should leave Google Reviews though, short of going over to give the guy a slap, its your only defence
