Funny you should post that. I believe this was the reason I had an issue coming down from Leeds late one night after a job. Got caught doing 62mph in a 50mph variable limit at 00:15am just after midnight. Pitch black, raining, tons of traffic, tons of roadworks, 4 lanes into 1, a ton of massively powerful work floodlights shining in your eyes then loads of flashing orange lights on all the work machines to assist as well! I could not process all this and thought I was in a 60mph variable limit but had realised it had changed form the last gantry that was 50mph to this one that was 60mph.
I believe there is only so much you can process. I don't remember having this issue 30 years ago though but maybe I blocked out half the stuff back then I didn't think it was necessary.
I'll see if I can find the dash cam footage or a still as it was pretty mesmerising and tricky to drive through at midnight after a long days work. I think if it were daylight it would have been very different and much easier.
