Why not get some rare earth magnets from ebay, drill and epoxy them into the bumper then skim and paint?

Given your'e going to have it painted anyway?

epoxy them to the inside of the bumper and put a metal plate on the number plate. No sign of it at all. you can get rare earth magnets with huge pull forces these days.

I had same with my old 75 Cadillac, square plate almost always broken in half with just the acrylic covering holding together.

I devised a cunning plan to to make it swivel forward on springs when the bottom of the plate hit the cobbles but in the end CBA

You can. I have some utterly crazy ones. Even the basic magnetic push pins are tough
