A belated update in case it helps someone else... It wasn't the hazard switch/circuit. I tried wiring an alternative hazard switch and even with that off, the indicators would be un-cancellable once used. I put it down to a bad earth in the relay circuit.
I sourced a replacement from Autodoc...
Update: given the indicator was flashing with ignition off, I started with the hazard switch... Removed and unplugged the display housing the hazard button and reconnected the battery... No more flashing. Indicators fine with ignition on. So hazard button/micro switches look like the culprit.

When the stalk is in the turn right position, the right indicator alone flashes, so I believe (I could be wrong...) that it's not the switch position or collar that's a problem because if you leave it in that position and turn the ignition off, the left indicators flash
