Compliance is a national thing whereas registration is a state matter. If you get the car complied you can register it in any state. Not sure who DOES COMPLIANCING for these cars in WA but you an find out on the Commo wealth Govt site where they list the RAWS.

Wish I had read this first. I did buy a used one which works fine except for the indicator cancelling which is very annoying as you say and will be problematic if I ever sell the car as thats a MOT failure down here. Why doesnt the cancellation work?

Seems what's important here is that there are two F430 PPs available. It's important to get the one with the stronger tangs. I wonder , given they have the same part number, if Ferrari did an upgrade due to failures same as G S issue.
