Overheating issue

Yesterday I was out in my car and was running fine, yesterday evening went for a quick blast before putting the car away I noticed on tickover it was registering 90 on temp gauge, not a problem but in the heat of the day normally it is just short of 90 on the temp gauge and it was quite cool yesterday evening, the temp went down once I was driving. I wonder if the fan is working? No coolant loss and the header tank wasn't pressurising. The fuses I believe are somewhere on the bulkhead so will check them later.
Also what is the block with an electrical lead exiting it that sits in a bracket behind the front number plate? The block is about 75mm x 15mm ish.
Thanks for any help

The block is the fan resistor which controls the slow and fast speeds of the fan.

If that is more than six years old chances are it will be worn out.
