No, you shouldn't necessarily be seeing 70 degrees C downhill- but I'll tell you this; if it had a real problem- it wouldn't be pulling properly as the fueling would be wrong.
mabey you've got a sticky thermostat- a fairly inexpensive bit of work as it's well sited.
