What is this secondary air system ?

My 3200 is less...

Pump air into the exhaust to get the cats up to temperature and effective sooner and also assist in burn of un-burnt fuels

As Catman said it's to help the cats warm up quicker which improves emissions.

I would expect so. I imagine it is either based on date of manufacture or market in which it was sold.

Cars with non secondary air system only conformed to the early Euro 2 emission spec,where's the later cars were Euro 3

Makes ell of a difference when trying to get into green zone European cities without paying....

In Germany Euro 2 and Euro 3 cars both get the green badge to enter a "Umwelt Zone" (low emission zone).
The differnce is the yearly "KFZ-Steuer" (car tax), its 7.35 € per 100ccm or 6.75 per 100ccm, so roughly 20€ difference per year.
