Yes it is and I pass the sign almost every day.
I wondered what it meant so I looked it up.
No right answers so far
A clue may be flexibility

Near enough.
If a track can support say a diesel commuter train and an electric inter - city train (or a freight train and a metro link for example etc etc) they have different speed limits and this type of sign depicts those limits

It just means 20mph freight and 50mph passenger stock

One was William, one was actually Irish and was last seen on Annan road, Dumfries. I know that cos I lived in Annan (and Dumfries) and read about it.
